Ross, I admit I don't know the huge benefit to this adjuster. From what I have read it is thought to be more of a Emmons PP type idea where the raise bar is in contact with just the screw in neutral position and thereby contributing to tone enhancement. I am not 100% convinced...But what's the hurt in trying? It's there for whomever believes in that theory.
#2 - It is referred to as a primary raise tuner (which to me is a better description than neutral stop adj.)where you raise the string half tone on one P/KL and raise the same string a whole tone on another P/KL. ..for example string 4 with the E to F raise and the E to F# raise. I thought why not put the screws in place to give the player all the possible tools at their fingertips.

I look upon this feature in much the same way as the split tuning screws which the guitar is also equipped with.

Here we have the cabinet. All birdseye maple. Will stain the front a light brown.
Also, thought I would try the "round-front" look this time....the roundover goes all the way end to end.

Mike, you're sharp. Yes..the end of the endplate will get a round-over to conform with the cabinet, plus the front "wrap" on the end plate will be cut down by as much as the width of the roundover.

Paint day today... Here she is, still on the rack with 4 coats..got it all sprayed - two coats of vinyl primer/sealer and 6 coats of lacquer
